The following instructions have been created
by Martha Ess for the members of the e-tatters
mailing list.
They are slightly changed from the original instructions.
The pattern as given is more of a description than an instructional pattern in the modern sense. We believe that worked the traditional way, this was made with the flower motifs worked separately and the heading added last. The purpose of my version of the pattern was to use modern methods (split ring, self-closing mock ring) to avoid having to cut and tie at the end of each flower. You may notice my stitch count varies from the original. In some antique patterns, picot refers to both the loop of thread and the stitch immediately following, while in modern patterns, it refers to the loop of thread only. Making this adjustment makes for better symmetry.
The first row makes all the rings (be prepared to throw off rings from SCMR and the second half of split rings) and the second row adds the chains along the straight edge. Reverse work between the large split rings and the small rings (and split rings) along the straight edge. Between these large and small rings, leave a tiny bit of bare thread to create a mock picot. Make the center picots of the small rings (and split rings) along the straight edge very small where the chains will be joined to them later.

Row 2:
Join in picot on straight edge, chain 10, join shuttle thread to next picot, repeat across.
